
Exclusion is a balancing act. Educators must do the best they can for the school community, protecting it from a disruptive minority – but keeping in mind always the rights of the individual child. Exclusion touches the practice of all those working with young people — from heads and governors, to child protection officers, SENCOs and local authority exclusion and reintegration officers.
Those charged with child welfare hope to avoid exclusion— or, at least, to be part of a fair, watertight decision, avoiding costly and time-consuming appeals. But how do you get the balance right? Fresh guidance seems to arrive every few months — the most recent exclusions guidance (September 2008) bringing pupil referral units within its scope. Add case-law, and how is a busy professional to keep up?
